ASSESSORS MEETING MINUTES

SEPTEMBER 26, 2011

1:00P.M.          Called meeting to order. Present: Paula B. Keefe, Ellen W.

                        Abelson , Richard B. Gorden and Mark J. Mazur.

1.   The Board previously requested special State permission under MGL

      Chapter58, Section 8 to abate Fiscal Year 2009 and 2010 real estate taxes on

      Parcel #102-27. The Board reviewed the State response to that request in which

      the State declined to give us permission to grant abatements on the property.

      Board then drafted The and signed a letter to the owner of the property.

2.   The Board reviewed a Findings of Fact Report from the Appellate Tax

      Board for a Fiscal Year 2010 case on Parcel # 29-3-1.

3.   The Board was told about a proposed warrant article that would allow

      voluntary payments to “assist qualified elderly and disabled … maintain

      their residences”.  If approved a representative of the Board of Assessors

      would be a part of the committee overseeing this program.

4.   The Administrative Assessor explained his proposals for updating our

      residential assessments for Fiscal Year 2012. The Board gave its tentative

      approval subject to a review of a report comparing our proposed FY 2012

      values with those from last year.

5.   The Board discussed the status of two exempt properties which are leasing

      part of their properties. The Board is considering whether it is appropriate

      to assess part of their property as taxable. The Administrative Assessor

      will request the opinion of the State Department of Revenue on both of

      these situations.

6.   The Board considered but did not act on an application for a FY 2012

      Preliminary Tax Adjustment.

7.   The Board will hold their next Board meeting on Monday, October 17, 2011

      at 1:00P.M.
